Commit Charge Is A Count Of Virtual Memory, Not Physical.

When i check to see what program is using a high amount of committed memory in resource monitor, everything is pretty low,. I'm trying to understand the actual difference between committed bytes and commit limit. Physical usage is at some 65%. Why that if in use memory is just 3,1 gb ?
